SUPPLEMENTARY INFORMATION:
I. Abstract
The Additional Protocol requires the
United States to submit declaration
forms to the International Atomic
Energy Agency (IAEA) on a number of
commercial nuclear and nuclear-related
items, materials, and activities that may
be used for peaceful nuclear purposes,
but also would be necessary elements
for a nuclear weapons program. These
forms provides the IAEA with
information about additional aspects of
the U.S. commercial nuclear fuel cycle,
including: mining and milling of
nuclear materials; buildings on sites of
facilities selected by the IAEA from the
U.S. Eligible Facilities List; nuclearrelated equipment manufacturing,
assembly, or construction; import and
export of nuclear and nuclear-related
items and materials; and research and
development. The Protocol also expands
IAEA access to locations where these
activities occur in order to verify the
form data.

permit the Department/Bureau to: (a)
Evaluate whether the proposed
information collection is necessary for
the proper functions of the Department,
including whether the information will
have practical utility; (b) Evaluate the
accuracy of our estimate of the time and
cost burden for this proposed collection,
including the validity of the
methodology and assumptions used; (c)
Evaluate ways to enhance the quality,
utility, and clarity of the information to
be collected; and (d) Minimize the
reporting burden on those who are to
respond, including the use of automated
collection techniques or other forms of
information technology.
Comments that you submit in
response to this notice are a matter of
public record. We will include or
summarize each comment in our request
to OMB to approve this ICR. Before
including your address, phone number,

identifying information in your
