This notice amends the notice
of a major disaster declaration for the
State of Louisiana (FEMA–4611–DR),
dated August 29, 2021, and related
determinations.
This change occurred on May 18,
2023.

hereby given that the incident period for
this disaster is closed effective May 29,

Federal Emergency Management Agency
(FEMA) hereby gives notice that
pursuant to the authority vested in the
Administrator, under Executive Order
12148, as amended, Sandra L. Eslinger,
of FEMA is appointed to act as the
Federal Coordinating Officer for this
disaster.
This action terminates the
appointment of Benjamin Abbott as
Federal Coordinating Officer for this
disaster.

The U.S. Department of
Homeland Security (DHS), as the Chair
of the Forced Labor Enforcement Task
Force (FLETF), announces the
publication and availability of the
updated Uyghur Forced Labor
Prevention Act (UFLPA) Entity List, a
consolidated register of the four lists
required to be developed and
maintained pursuant to section
2(d)(2)(B) of the UFLPA, on the DHS
UFLPA website. The updated UFLPA
Entity List is also published as an
appendix to this notice. This update
adds one entity to the section
2(d)(2)(B)(ii) list of the UFLPA, which
identifies entities working with the
government of the Xinjiang Uyghur
Autonomous Region to recruit,
transport, transfer, harbor or receive
forced labor or Uyghurs, Kazakhs,
Kyrgyz, or members of other persecuted
groups out of the Xinjiang Uyghur
Autonomous Region. This update also
adds one entity and one subsidiary to
the section 2(d)(2)(B)(v) list of the
UFLPA, which identifies facilities and
entities, including the Xinjiang
Production and Construction Corps, that
source material from the Xinjiang
Uyghur Autonomous Region or from
persons working with the government of
the Xinjiang Uyghur Autonomous
Region or the Xinjiang Production and
Construction Corps for purposes of the
‘‘poverty alleviation’’ program or the
‘‘pairing-assistance’’ program or any
other government labor scheme that
uses forced labor. Details related to the
process for revising the UFLPA Entity
List are included in this Federal
Register notice.

UFLPA Entity List updated as of August
2, 2023, included as an appendix to this
notice.
