Abstract: The regulations at 27 CFR 555.57 require that all persons holding ATF explosives licenses or permits as of May 23, 2003, must report descriptive information on their responsible persons and possessors of explosives to ATF. Subsequent changes to their list of persons must also be reported. 5. Obligation to Respond: Mandatory: The statutory requirements are implemented in title 27 CFR 555.57. 6. Total Estimated Number of Respondents: 11,875. 7. Estimated Time per Respondent: 20 minutes. 8. Frequency: Once annually. 9. Total Estimated Annual Time Burden: 3,958 hours. 10.
