On April 28, 2023, Lock Hydro 10
Partners filed an application for a
preliminary permit, pursuant to section
4(f) of the Federal Power Act (FPA),
proposing to study the feasibility of a
hydropower project located on the
Kentucky River, in Clark and Madison
Counties, Kentucky. The sole purpose of
a preliminary permit, if issued, is to
grant the permit holder priority to file
a license application during the permit
term. A preliminary permit does not
authorize the permit holder to perform
any land-disturbing activities or
otherwise enter upon lands or waters
owned by others without the owners’
express permission.
The proposed Boonesborough
Hydroelectric Project would consist of
the following: (1) an existing 250-footlong, 35-foot-high concrete lock and
dam; (2) an existing 26.4-mile-long, 596acre reservoir having a total capacity of
5,960-acre-feet; (3) a proposed 28-footwide, 52-foot-long, 49-foot-high
powerhouse built into the abandoned
lock containing six Voith StreamDiver
submersible turbine/generating units for
a total installed capacity of 3.012
megawatts; (4) a proposed 20-foot-wide,
42-foot-long control building on the
adjacent shore; and (5) a proposed 800foot-long, 14.0 kilovolt transmission
line. The project is estimated to generate
an average of 14,000 megawatt-hours
annually. The existing lock and dam are
owned by the Kentucky River Authority.
