In compliance with the National
Environmental Policy Act of 1969 (42
U.S.C. 4321 et seq.), a final
determination has been made that the
activities proposed are categorically
excluded from the requirement to
prepare an environmental assessment or
environmental impact statement.
As required by the ESA, as applicable,
issuance of this permit was based on a
finding that such permit: (1) was
applied for in good faith; (2) will not
operate to the disadvantage of such
endangered species; and (3) is
consistent with the purposes and
policies set forth in section 2 of the
ESA.
Authority: The requested permit has
been issued under the MMPA of 1972,
as amended (16 U.S.C. 1361 et seq.), the
regulations governing the taking and
importing of marine mammals (50 CFR
part 216), the ESA of 1973, as amended
(16 U.S.C. 1531 et seq.), and the
regulations governing the taking,
importing, and exporting of endangered
and threatened species (50 CFR parts
222–226), as applicable.

The Department of Commerce will
submit the following information
collection request to the Office of
Management and Budget (OMB) for
review and clearance in accordance
with the Paperwork Reduction Act of
1995, on or after the date of publication
of this notice. We invite the general
public and other Federal agencies to
comment on proposed, and continuing
information collections, which helps us
assess the impact of our information
collection requirements and minimize
the public’s reporting burden. Public
comments were previously requested
via the Federal Register on February 13,
2023 (88 FR 9253) during a 60-day
comment period. This notice allows for
an additional 30 days for public
comments.

imports; 30 minutes to complete a fresh
toothfish reporting form; 15 minutes to
complete and submit re-export catch
documents; 15 minutes to submit
import tickets.
Total Annual Burden Hours: 382.
Needs and Uses: This request is for
extension of a currently approved
information collection. The 1982
Convention on the Conservation of
Antarctic Marine Living Resources
(Convention) established the
Commission for the Conservation of
Antarctic Marine Living Resources
(CCAMLR). The United States is a
Contracting Party to the Convention.
The Antarctic Marine Living Resources
Convention Act (AMLRCA) directs and
authorizes the United States to take
actions necessary to meet its treaty
obligations as a Contracting Party to the
