(a) Location. The following areas are
moving security zones: All navigable

and M/V CELSIUS CHARLOTTE while
the vessels are in the Corpus Christi
Ship Channel and La Quinta Channel.
(b) Enforcement period. This section
will be enforced from June 7, 2023,
through June 16, 2023.
(c) Regulations. (1) The general
regulations in § 165.33 apply. Entry into
the zones is prohibited unless
authorized by the Captain of the Port
Sector Corpus Christi (COTP) or a

EPA issued a final rule in the
Federal Register of Tuesday, April 11,
2023, concerning significant new use
rules (SNURs) under the Toxic
Substances Control Act (TSCA) for
chemical substances that were the
subject of premanufacture notices
(PMNs). This document corrects a
typographical error in the amendatory
instructions.
This correction is effective June
12, 2023.

AGENCY:
The U.S. Environmental
Protection Agency (EPA) is finalizing
clarifications to its National Pollutant
Discharge Elimination System (NPDES)
Stormwater Phase II regulations due to
recent changes made by the Census
Bureau. The changes to EPA’s
regulations are limited to clarifying that
the designation criteria for small
municipal separate storm sewer systems
(MS4s), which have been used since the
promulgation of the regulations in 1999,
will remain the same. These
clarifications are necessary due to the
Census Bureau’s recent decision to
discontinue its practice of publishing
the location of ‘‘urbanized areas’’ along
with the 2020 Census and future
censuses. The clarifications in this final
rule replace the term ‘‘urbanized area’’
in the Phase II regulations with the
phrase ‘‘urban areas with a population
of at least 50,000,’’ which is the Census
