ACTION: Final rule. AGENCY: The U.S. Department of Energy (DOE) is amending the Federal test procedures for commercial warm air furnaces (CWAFs) to incorporate the latest versions of the industry test standards that are currently incorporated by reference. DOE is also SUMMARY: PO 00000 Frm 00001 Fmt 4700 Sfmt 4700 establishing a new metric, Thermal Efficiency Two (TE2), and corresponding test procedure. Use of the newly established test procedure would become mandatory at such time as compliance with amended energy conservation standards based on TE2 is required, should DOE adopt such standards. DOE also is adopting additional specifications for CWAFs with multiple flue outlets or small flue outlets. DATES: The effective date of this rule is July 3, 2023. These amendments will be mandatory for CWAF equipment testing starting May 28, 2024. The incorporation by reference of certain material listed in this rule is approved by the Director of the Federal Register on July 3, 2023. AGENCY: Rural Utilities Service, Department of Agriculture (USDA).

ACTION: Correcting amendment.

SUMMARY: On September 10, 2021, Rural Development's Rural Utilities 
Service (hereinafter referred to as ``the Agency'') published a 
document that completed modifications to existing program regulations 
to implement statutory provisions of the Agriculture Improvement Act of 
2018 (2018 Farm Bill). Following the final implementation of the final 
rule, the Agency found that an amendment was necessary to clarify the 
meaning of a sentence. This document clarifies the final rule.

DATES: Effective June 2, 2023.
