The sole purpose of a preliminary permit, if issued, is to grant the permit holder priority to file a license application during the permit term. A preliminary permit does not authorize the permit holder to perform any land-disturbing activities or otherwise enter upon lands or waters owned by others without the owners’ express permission. The proposed Great Mills Hydro Project (Plant #2) would consist of the following: (1) a new 1,850-foot-long dam (a mix of concrete gravity dam, earthen dike, and wing walls) at the site of an existing breached dam; (2) an impoundment with an approximate surface area of 140 acres and a storage capacity of 850 acre-feet at a normal pool elevation of 589.90 feet National Geodetic Vertical Datum of 1929; (4) a new 90-foot-long by 65-foot-wide reinforced concrete powerhouse housing two or more axial flow vertical turbine-generator units with a total installed capacity of 8 megawatts; (5) additional new DIVE-turbine-generator (generator directly connected to the turbine shaft that can be completely submerged) units to utilize flows below the minimum or above the maximum hydraulic capacities of the main powerhouse; (6) a new 50-foot-long by 50-foot-wide switchyard; (7) two new access roads, one on the north and the other on the south shores of the river; (8) a new 0.69-mile-long, 115-kilovolt transmission line; and (9) appurtenant facilities.
