SUPPLEMENTARY INFORMATION: The
Department, in accordance with the
Paperwork Reduction Act of 1995 (PRA)
(44 U.S.C. 3506(c)(2)(A)), provides the
general public and Federal agencies
with an opportunity to comment on
proposed, revised, and continuing
collections of information. This helps
the Department assess the impact of its
information collection requirements and
minimize the public’s reporting burden.
It also helps the public understand the
Department’s information collection
requirements and provide the requested
data in the desired format. The
Department is soliciting comments on
the proposed information collection
request (ICR) that is described below.
The Department is especially interested
in public comment addressing the
following issues: (1) is this collection
necessary to the proper functions of the
Department; (2) will this information be
processed and used in a timely manner;
(3) is the estimate of burden accurate;
(4) how might the Department enhance
the quality, utility, and clarity of the
information to be collected; and (5) how
might the Department minimize the
burden of this collection on the
respondents, including through the use
of information technology. Please note

Abstract: Information is collected in
compliance with the authorized by

amended by the Every Student Succeeds
Act, and in accordance with the
Education Department General
Administrative Regulations (EDGAR),
34 CFR 75.253. EDGAR states that
recipients of multi-year discretionary
grants must submit an Annual
Performance Report (APR)
demonstrating that substantial progress
has been made towards meeting the
approved objectives of the project. In
addition, discretionary grantees are
required to report on their progress
toward meeting the performance
measures established for the U.S.
Department of Education (ED) grant
program.

Purpose of the Committee: The
NQIAC has been established to advise
the President, the National Science and
Technology Council (NSTC)
Subcommittee on Quantum Information
Science (SCQIS), and the NSTC
Subcommittee on Economic and
Security Implications of Quantum
Science (ESIX) on the National Initiative
Act (NQI) Program, and on trends and
developments in quantum information
science and technology, in accordance
with the National Quantum Initiative
Act (Pub. L. 115–368) and Executive
Order 14073.
Tentative Agenda:
• Deliberate and Approve Report on
Reauthorizing the National Quantum
Initiative.
Public Participation: The meeting is
open to the public. It is the policy of the
NQIAC to accept written public
comments no longer than 5 pages and to
accommodate oral public comments,
whenever possible. The NQIAC expects
that public statements presented at its
meetings will not be repetitive of
previously submitted oral or written
statements. The public comment period
for this meeting will take place on May
19, 2023, at a time specified in the
meeting agenda. This public comment
period is designed only for substantive
commentary on NQIAC’s work, not for
business marketing purposes. The
Chairperson of the Committee will
conduct the meeting to facilitate the

Oral Comments: To be considered for
the public speaker list at the meeting,
interested parties should register to
speak at NQIAC@quantum.gov, no later
than 12:00 p.m. Eastern Time on May
12, 2023. To accommodate as many
speakers as possible, the time for public
comments will be limited to three (3)
minutes per person, with a total public
comment period of up to 15 minutes. If
more speakers register than there is
space available on the agenda, NQIAC
will select speakers on a first-come,
first-served basis from those who
applied. Those not able to present oral
comments may always file written
comments with the committee.
Written Comments: Although written
comments are accepted continuously,
written comments relevant to the
subjects of the meeting should be
submitted to NQIAC@quantum.gov no
later than 12:00 p.m. Eastern Time on
May 12, 2023, so that the comments
