Committee meeting will be held via
webinar on Thursday, May 4, 2023,
from 1 p.m. until 4 p.m. and Friday,
May 5, 2023, from 9 a.m. until 12 p.m.

Citizen Science Operations Committee
serves as advisors to the Council’s
Citizen Science Program. Committee
members include representatives from
the Council’s Citizen Science Advisory
Panel Pool, NOAA Fisheries’ Southeast
Regional Office, NOAA Fisheries’
Southeast Fisheries Science Center, and
the Council’s Science and Statistical
Committee. Their responsibilities
include developing programmatic
recommendations, reviewing policies,
providing program direction/multipartner support, identifying citizen
science research needs, and providing
general advice.
Agenda items include: a Citizen
Science Program and Project update;
discussion of Committee membership;
the Citizen Science Program’s project
portal tool; the Council’s Citizen
Science Program initial evaluation plan,
including discussing and providing
input on phase 3 of the evaluation to
gather information from a broader group
of fishermen, scientists, and managers;
and other business.

AGENCY:
In accordance with the
Marine Mammal Protection Act
(MMPA), as amended, its implementing
regulations, and NMFS’ MMPA
Regulations for Taking Marine
Mammals Incidental to Geophysical
Surveys Related to Oil and Gas
Activities in the Gulf of Mexico,
notification is hereby given that a Letter
of Authorization (LOA) has been issued
to WesternGeco for the take of marine
mammals incidental to geophysical
survey activity in the Gulf of Mexico.
DATES: The LOA is effective from April
12, 2023 through April 1, 2024.

SUMMARY:
Background
Sections 101(a)(5)(A) and (D) of the
MMPA (16 U.S.C. 1361 et seq.) direct
the Secretary of Commerce to allow,
upon request, the incidental, but not
intentional, taking of small numbers of
marine mammals by U.S. citizens who
engage in a specified activity (other than
commercial fishing) within a specified
geographical region if certain findings
are made and either regulations are
issued or, if the taking is limited to
harassment, a notice of a proposed
authorization is provided to the public
for review.
An authorization for incidental
takings shall be granted if NMFS finds
that the taking will have a negligible
impact on the species or stock(s), will
not have an unmitigable adverse impact
