The pilot reviews all ShouldHave-Beens (SHBs) for the previous day and then amends the roadside inspection to include the UCR 392.2 violation. It also includes a letter that puts the motor carrier on notice that if they are stopped again, they will be issued a $300 dollar civil fine each time going forward.
