Legal Authority and Need for Rule The Coast Guard is issuing this rule under authority in 46 U.S.C. 70034. The Captain of the Port Jacksonville (COTP) has determined that potential hazards associated with an airshow occurring between April 13 and April 16, 2023, will be a safety concern for anyone within a defined boundary off the shore of Cocoa Beach, FL. various locations in the Sector Columbia River Captain of the Port Zone 
from June 2, 2023, to September 9, 2023. This action is necessary to 
provide for the safety of life on these navigable waters during marine 
events. These regulations prohibit persons and vessels from being in 
the regulated area unless authorized by the Captain of the Port Sector 
Columbia River or a designated representative.
