Abstract: The New Source Performance Standards (NSPS) for Rubber Tire Manufacturing (40 CFR part 60, subpart BBB) were proposed on January 20, 1983; promulgated on September 15, 1987; and amended on both September 19, 1989, and October 17, 2000. These regulations apply to both existing and new facilities with the following processes: under-tread cementing operations, sidewall cementing operations, tread end cementing operations, bead cementing operations, green tire spraying operations, Michelin-A operations, Michelin-B operations, and Michelin-C automatic operations. New facilities include those that commenced either construction or reconstruction after the date of proposal. Affected facilities include those that commenced either construction, or modification, or reconstruction after January 20, 1983. This information is being collected to assure compliance with 40 CFR part 60, subpart BBB. In general, all NSPS standards require initial notifications, performance tests, and periodic reports by the owners/ operators of the affected facilities. They are also required to maintain records of the occurrence and duration of any startup, shutdown, or malfunction in the operation of an affected facility, or any period during which the monitoring system is inoperative. These notifications, reports, and records are essential in determining compliance, and are required of all affected facilities subject to NSPS. Form Numbers: None. Respondents/affected entities: Owners and operators of the rubber tire manufacturing industry. Respondent’s obligation to respond: Mandatory (40 CFR part 60, subpart BBB). Estimated number of respondents: 41 (total). Frequency of response: Initially, occasionally, semiannually, and annually. Total estimated burden: 17,700 hours (per year). Burden is defined at 5 CFR 1320.3(b). Changes in the Estimates: There is no change in burden from the most recently-approved ICR as currently identified in the OMB Inventory of Approved Burdens. This is due to two considerations: (1) the regulations have not changed over the past three years and are not anticipated to change over the next three years; and (2) the growth rate for this industry is very low or nonexistent, so there is no significant change in the overall burden. Since there are no changes in the regulatory requirements and there is no significant industry growth, there are also no changes in the capital/startup costs. There is an increase in O&M costs due to an adjustment from 2007 to 2020 dollars using the CEPCI Equipment Cost Index. 18543 in this document a cancellation order granting the requested cancellation. III. Summary of Public Comments Received and Agency Response to
