ACTION:
Surface Transportation Board.
Approval of rail cost adjustment
factor.
The Board has approved the
second quarter 2023 Rail Cost
Adjustment Factor (RCAF) and cost
index filed by the Association of
American Railroads. The second quarter
2023 RCAF (Unadjusted) is 1.004. The
second quarter 2023 RCAF (Adjusted) is
0.403. The second quarter 2023 RCAF–
5 is 0.385.

collection. The FAA uses the
information collected on form 7460–1 to
determine the effect a proposed
construction or alteration would have
on air navigation and the National
Airspace System (NAS) and the
information collected on form 7460–2 to
measure the progress of actual
construction.

Notice with a 60-day comment period
soliciting comments on the following
collection of information was published
on February 3, 2022 (87 FR 6228). 49
U.S.C. 44718 states that the Secretary of
Transportation shall require notice of
structures that may affect navigable
airspace, air commerce, or air capacity.
These notice requirements are contained
in 14 CFR 77. The information is
collected via FAA Forms 7460–1 and
7460–2.
Respondents: Approximately 85,000
registered respondents including
individuals or organizations that
propose construction or alteration
projects and are required to provide
adequate notification to the FAA of that
construction or alteration.
Frequency: Information is collected
on occasion.
Estimated Average Burden per
Response: Approximately 15 minutes.
Estimated Total Annual Burden:
58,858 hours.
