CUPS uses functional tasks to provide access to computer systems, data files, and other software tools. CUPS is available 24/7, allowing field facility CUPS Points of Contact (POC) to register employees by entering Infrastructure and Operations (IO) System Access Request (e9957), at any time. VA, on its own initiative, may disclose records in this system of records in legal proceedings before a court or administrative body after determining that the disclosure of the records to the court or administrative body is a use of the information contained in the records that is compatible with the purpose for which VA collected the records.
