Specifically, Northern has determined based on the hydraulic analysis, that existing capacity demands on the existing pipeline system can be adequately met by reducing the length of the proposed D-line Extension to 1.51 miles.     On March 17, 2023, the Commission issued an order in Docket No. 
EL23-46-000, pursuant to section 206 of the Federal Power Act (FPA), 16
