The information collection is also used in calculating refunds due to former FHA mortgagors when they apply for homeowner refunds of the unearned portion of the mortgage insurance premium, 24 CFR 203.283, as appropriate. The information requested is necessary to the Department to assist HUD in determining applicant eligibility and ability to develop and operate, through the project owner, housing for persons with disabilities within statutory and program criteria. The program also provides project rental subsidies in the form of a Project Rental Assistance Contract (‘‘PRAC’’) to maintain ongoing affordability over the next forty years.
