Description of Request: The applicant requests an amendment of license to construct a compacted earthfill stability berm on the downstream slope of the earthen embankment dam at the south end of the powerhouse at the Mountain Island development. The berm would have approximately the same crest elevation and length as the existing earthen embankment but would widen the dam and extend the footprint of the dam approximately 150 feet farther downstream. The applicant would obtain the material for the proposed berm from a 17-acre onsite borrow area to the southwest of the existing embankment. The applicant also proposes to close the upstream tailrace fishing platform and associated parking lot for the duration of the construction activities and would reroute access to the downstream fishing platform.
