By law, VA must have a claimants or beneficiary’s written permission (an ‘‘authorization’’) to use or give out claim or benefit information for any purpose that is not contained in VA’s System of Records, 58VA21/22/28 Compensation, Pension, Education and Veterans Readiness and Employment Records.
