Based on consideration of the environmental impacts of the proposed Project and comments received throughout the agency and public review process, RUS has determined that Proposed Action Alternative as described above best meets the purpose and need for the proposed Project. RUS finds that the evaluation of reasonable alternatives is consistent with NEPA and RUS Environmental Policies and Procedures.
