Authorizing Certain Administrative
Transactions Prohibited by Directive 4
Under Executive Order 14024
(a) Except as provided in paragraph (b) of
this general license, U.S. persons, or entities
owned or controlled, directly or indirectly,
by a U.S. person, are authorized to pay taxes,
fees, or import duties, and purchase or
receive permits, licenses, registrations, or
certifications, to the extent such transactions
are prohibited by Directive 4 under Executive
Order 14024, Prohibitions Related to
Transactions Involving the Central Bank of
the Russian Federation, the National Wealth
Fund of the Russian Federation, and the
Ministry of Finance of the Russian
Federation, provided such transactions are
ordinarily incident and necessary to the dayto-day operations in the Russian Federation
of such U.S. persons or entities, through
12:01 a.m. eastern standard time, March 7,
2023.
(b) This general license does not authorize:
(1) Any debit to an account on the books
of a U.S. financial institution of the Central
Bank of the Russian Federation, the National
Wealth Fund of the Russian Federation, or
the Ministry of Finance of the Russian
Federation; or
(2) Any transactions otherwise prohibited
by the Russian Harmful Foreign Activities
Sanctions Regulations, 31 CFR part 587
(RuHSR), including transactions involving
any person blocked pursuant to the RuHSR,
unless separately authorized.
(c) Effective November 21, 2022, General
License No. 13B, dated September 8, 2022, is
replaced and superseded in its entirety by
this General License No. 13C.

Authorizing Certain Transactions Involving
VEON Ltd. Prohibited by Executive Order
14071
(a) Except as provided in paragraph (b) of
this general license, all transactions
ordinarily incident and necessary to the
purchase or receipt of any debt or equity
securities of VEON Ltd. that are prohibited
by section 1(a)(i) of Executive Order (E.O.)
14071 are authorized, provided that the debt
or equity securities were issued prior to June
6, 2022.
Note to paragraph (a). Except as provided
in paragraph (b) of this general license, all
transactions ordinarily incident and
necessary to facilitating, clearing, and settling
of transactions authorized by paragraph (a) of
this general license that are prohibited by
section 1(a)(i) of E.O. 14071 are authorized.
(b) This general license does not authorize
any transactions otherwise prohibited by the
Russian Harmful Foreign Activities Sanctions
Regulations, 31 CFR part 587 (RuHSR),
including transactions involving any person
blocked pursuant to the RuHSR, unless
separately authorized.

Background
On April 6, 2022, the President,
invoking the authority of, inter alia, the
International Emergency Economic
Powers Act (50 U.S.C. 1701 et seq.)
(IEEPA), issued Executive Order (E.O.)
14071, ‘‘Prohibiting New Investment in
and Certain Services to the Russian
Federation in Response to Continued
Russian Federation Aggression’’ (87 FR
20999, April 8, 2022). Among other

prohibitions, section 1(a)(ii) of E.O.
14071 prohibits the exportation,
reexportation, sale, or supply, directly
or indirectly, from the United States, or
by a United States person, wherever
located, of any category of services as
may be determined by the Secretary of
the Treasury, in consultation with the
Secretary of State, to any person located
in the Russian Federation.
On November 21, 2022, the Secretary
of the Treasury, in consultation with the
Secretary of State, issued a category of
services determination pursuant to E.O.
14071, ‘‘Prohibitions on Certain
Services as They Relate to the Maritime
Transport of Crude Oil of Russian
Federation Origin.’’ OFAC made this
determination available on its website
(www.treas.gov/ofac) on November 22,
2022. The determination takes effect at
12:01 a.m. eastern standard time on
December 5, 2022. The text of this
determination is provided below.
Also on November 22, 2022, OFAC
issued GLs 55, 56, and 57 to authorize
certain transactions otherwise
prohibited by the Russian Harmful
Foreign Activities Sanctions
Regulations, 31 CFR part 587. At the
time of their issuance, OFAC made GLs
55, 56, and 57 available on its website
(www.treas.gov/ofac). The text of these
GLs is provided below.
Determination Pursuant to Section (1)(a)(ii)
of Executive Order 14071
Prohibitions on Certain Services as They
Relate to the Maritime Transport of Crude
Oil of Russian Federation Origin
Pursuant to sections 1(a)(ii), 1(b), and 5 of
Executive Order (E.O.) 14071 of April 6, 2022
(‘‘Prohibiting New Investment in and Certain
Services to the Russian Federation in
Response to Continued Russian Federation
Aggression’’), the Secretary of the Treasury,
in consultation with the Secretary of State,
hereby determines that the prohibitions in
section 1(a)(ii) of E.O. 14071 shall apply to
the following categories of services as they
relate to the maritime transport of crude oil
of Russian Federation origin (collectively, the
‘‘Covered Services’’):
• Trading/commodities brokering;
• Financing;
• Shipping;
• Insurance, including reinsurance and
protection and indemnity;
• Flagging; and
• Customs brokering.
As a result, the following activities are
prohibited, except to the extent provided by
law, or unless licensed or otherwise
authorized by the Office of Foreign Assets
Control: the exportation, reexportation, sale,
or supply, directly or indirectly, from the
United States, or by a United States person,
wherever located, of any of the Covered
Services to any person located in the Russian
Federation.
Notwithstanding that prohibition, the
Covered Services are hereby authorized when

the price of the crude oil of Russian
Federation origin does not exceed the
relevant price cap determined by the
Secretary of the Treasury, in consultation
with the Secretary of State.
The prohibitions on Covered Services in
this determination shall take effect beginning
at 12:01 a.m. eastern standard time on
December 5, 2022. This determination
excludes Covered Services with respect to
crude oil of Russian Federation origin when
such crude oil is loaded onto a vessel at the
port of loading prior to 12:01 a.m. eastern
standard time on December 5, 2022, and
unloaded at the port of destination prior to
12:01 a.m. eastern standard time on January
19, 2023.
This determination does not authorize any
transactions otherwise prohibited by the
Russian Harmful Foreign Activities Sanctions
Regulations, 31 CFR part 587 (RuHSR),
including transactions involving any person
blocked pursuant to the RuHSR, unless
separately authorized.

Authorizing Certain Services Related to
Sakhalin-2
(a) Except as provided in paragraph (b) of
this general license, all transactions
prohibited by the determination of November
21, 2022 made pursuant to section 1(a)(ii) of
Executive Order 14071 (‘‘Prohibitions on
Certain Services as They Relate to the
Maritime Transport of Crude Oil of Russian
Federation Origin’’) related to the maritime
transport of crude oil originating from the
Sakhalin-2 project (‘‘Sakhalin-2 byproduct’’)
are authorized through 12:01 a.m. eastern
daylight time, September 30, 2023, provided
that the Sakalin-2 byproduct is solely for
importation into Japan.
(b) This general license does not authorize
any transactions otherwise prohibited by the
Russian Harmful Foreign Activities Sanctions
Regulations, 31 CFR part 587 (RuHSR),
including transactions involving any person
blocked pursuant to the RuHSR, unless
separately authorized.
