elevation of 74.0 feet national geodetic

bar spacing; (4) two new 10-foot-long,
10-foot-high steel headgates; (5) a new
40-foot-long, 60-foot-wide tailrace; (6) a
new 850-foot-long, 13.8-kilovolt
transmission line connecting the
turbine-generator units to the regional
grid; and (7) appurtenant facilities. The
estimated annual generation of the
Slater Hydroelectric Project would be
3,500 megawatt-hours.

On October 21, 2022, Green Island
Power Authority (transferor) and Albany
Engineering Corporation (transferee) colicensees for the Green Island
Hydroelectric Project No. 13, filed
jointly an application for a partial
transfer of license. The project is located
at the U.S. Army Corps of Engineers
(Corps) Green Island-Troy Lock and
Dam on the Hudson River, in Albany
County, New York. The project occupies
federal land under the jurisdiction of
the Corps.1
The applicants seek Commission
approval to partially transfer the license
for the Green Island Hydroelectric
Project from the Green Island Power
Authority and Albany Engineering
Power Corporation as co-licensees to
Albany Engineering Corporation as the
sole licensee.

In accordance with the National
Environmental Policy Act of 1969 and
the Federal Energy Regulatory
Commission’s (Commission)
regulations, 18 CFR part 380, the Office
of Energy Projects has reviewed the
application for a non-capacity
amendment of license for the North
Georgia Project and has prepared an
Environmental Assessment (EA). The
licensee proposes to amend the license
to replace and upgrade four generating
units in the Tugalo powerhouse. The
licensee proposes at the Tugalo

project is located in the Savannah River
basin on the Tallulah, Chattooga, and
Tugalo rivers, in Rabun, Habersham,
and Stephens counties, Georgia, and
Oconee County, South Carolina. The
project does not occupy federal lands.
The EA contains Commission staff’s
analysis of the potential environmental
effects of the proposed amendment and
concludes that, it would not constitute
a major federal action that would
significantly affect the quality of the
human environment.
