This NOI also announces the public scoping process for the SEIS. DATES: Public Scoping Period— Interested parties are invited to provide comments regarding the scope of the SEIS. The public scoping period begins with the publication of this NOI in the Federal Register and continues until Friday, January 13, 2023.
