The applicant would lower the head pond at a rate not to exceed 3 inches per hour to avoid potential fish stranding and maintain the minimum required bypass flow of 6 cubic feet per second via leakage (consistent with operations during routine flashboard replacement). Approval of the transfer is contingent upon the transfer of title to the properties under the license, transfer of all project files including all dam safety related documents, and delivery of all license instruments.
