enforcement agencies in enforcing this
regulation.
In addition to this document in the
Federal Register, the Coast Guard will
provide the maritime community with
advance notification of this enforcement
period via the Local Notice to Mariners
and marine information broadcasts.

waters of Mission Bay, CA, during the
Mission Bay Parade of Lights on
December 10, 2022. This special local
regulation is necessary to provide for
the safety of the participants, crew,
sponsor vessels of the event, and general
users of the waterway. During the
enforcement period, persons and vessels
are prohibited from entering into,
transiting through, or anchoring within
this regulated area unless authorized by
the Captain of the Port Sector San Diego
or their designated representative.
DATES: The regulations in 33 CFR
100.1101 for the location described in
Item 6 in Table 1 to § 100.1101, will be
enforced from 5:30 p.m. through 8 p.m.
on December 10, 2022.

regulations in 33 CFR 100.1101 for the
location identified in Item No. 6 in
Table 1 to § 100.1101, from 5:30 p.m.
until 8 p.m. on December 10, 2022, for
the Mission Bay Parade of Lights in
Mission Bay, CA. This action is being
taken to provide for the safety of life on
the navigable waterways during the
event. Our regulation for recurring
marine events in the San Diego Captain
of the Port Zone, § 100.1101, Item No. 6
in table 1 to § 100.1101, specifies the
location of the regulated area for the
Mission Bay Parade of Lights, which
encompasses portions of Mission Bay.
Under the provisions of § 100.1101,
persons and vessels are prohibited from
entering into, transiting through, or
anchoring within this regulated area
unless authorized by the Captain of the
Port, or his designated representative.

AGENCY:
ACTION:
The Coast Guard will enforce
the safety zone for SPI New Year’s Eve
fireworks Display Show on December
31, 2022, to provide for the safety of
persons, vessels, and the marine
environment on navigable waterways
during this event. Our regulation for
marine events within the Eighth Coast
Guard District identifies the safety zone
for this event in South Padre Island, TX.
During the enforcement periods, entry
into this zone is prohibited unless
authorized by the Captain of the Port
Sector Corpus Christi (COTP) or a
designated representative.
DATES: The regulations in 33 CFR
165.801, Table 4, Line 12, will be
enforced from 9 p.m. through 10 p.m. on
December 31, 2022, unless the event is
postponed because of adverse weather,
in which case this rule will be enforced
from 9 p.m. through 10 p.m. on January
1st, 2023.

weather date set for January 1st, 2022.
This action is being taken to provide for
the safety of persons, vessels, and the
marine environment on navigable
waterways during this event. Our
regulation for marine events within the
Eighth Coast Guard District, § 165.801,
specifies the location of the safety zone
for the SPI New Year’s Eve fireworks,
which encompasses portions of the
Laguna Madre in South Padre Island,
TX. As reflected in § 165.23 and
§ 165.801(a), if you are the operator of
a vessel in the regulated area you must
comply with directions from the
Captain of the Port Sector Corpus
Christi (COTP) or any designated
representative. Persons or vessels
desiring to enter the zone must request
permission from the COTP or a
designated representative. They can be
reached on VHF FM channel 16 or by
telephone at (361) 939–0450.
If permission is granted, all persons
and vessels shall comply with the
instructions of the COTP or designated
representative.
In addition to this notice of
enforcement in the Federal Register, the
COTP or a designated representative
will inform the public through
Broadcast Notice to Mariners (BNM),
Local Notices to Mariners (LNM),
Marine Safety Information Broadcasts
(MSIBs), and/or through other means of
public notice as appropriate at least 24
hours in advance of each enforcement.
