The research and enhancement activities are intended to increase knowledge of black abalone listed under the Endangered Species Act (ESA) and to help guide management, conservation, and recovery efforts. In addition, NMFS determined that the activities proposed under Permit 26606 are categorically excluded from the requirement to prepare an EA or environmental impact statement. NMFS issues permits based on finding that such permits: (1) are applied for in good faith; (2) if granted and exercised, would not operate to the disadvantage of the listed species that are the subject of the permit; and (3) are consistent with the purposes and policy of section 2 of the ESA. Development Team. They will also discuss draft alternatives and draft 
impacts analysis, and make recommendations to the Council to include: 
status determination criteria, rebuilding plan for Gulf of Maine (GOM) 
cod, FY2023-FY2024 US/CA total allowable catches, FY2023-FY2024 
specifications: Georges Bank (GB) yellowtail flounder and GB cod 
(including a catch target for the recreational fishery), FY2023-FY2025 
specifications for 14 stocks, additional measures to promote stock 
rebuilding for GB cod and GOM cod, and revised acceptable biological 
catch (ABC) control rules, in consultation with the Scientific and 
Statistical Committee in Framework Adjustment 65/Specifications & 
Management Measures. The Committee will discuss the development of a
