The sole purpose of a preliminary permit, if issued, is to grant the permit holder priority to file a license application during the permit term. A preliminary permit does not authorize the permit holder to perform any landdisturbing activities or otherwise enter upon lands or waters owned by others without the owners’ express permission. The proposed project would consist of the following: (1) up to five turbinegenerators, including TidGen-80 units and other hydrokinetic tidal energy devices, with a combined installed capacity of 5 megawatts; (2) a mooring system to anchor each turbine-generator to the seabed; (3) an approximately 4,200-foot-long bundled submarine data line and 4.16- to 12.7-kilovolt (kV) transmission line connecting the turbine-generator units to a substation on the shoreline; (5) a 4.16- to 12.7- kV transmission line that is up to 2,600 feet long that connects the station on the shoreline to an existing electric distribution line; and (6) appurtenant facilities.
