estimates of the burden and cost of the
collection of information, including the
validity of the methodology and
assumptions used; (3) ways to enhance
the quality, utility and clarity of the
information collection; and (4) ways to
minimize the burden of the collection of
information on those who are to
respond, including the use of automated
collection techniques or other forms of
information technology.
5 According to the NERC Compliance Registry as
of September 16, 2022, there are 1,099 generator
owners and 327 transmission owners registered in
North America. We estimate that approximately 10
percent (or 110) of these generator owners have
interconnection facilities that are applicable to the
standard.
6 The estimated number of respondents (116)
includes 110 generator owners and 6 Regional
Entities.
7 RD22–2–000 and the related reliability
standards in FAC–003–5 becomes effective 4/1/
2023 and are one-time burdens for year 1 and 2.
These modifications are currently under review at
OMB. This renewal covers other information
collection requirements in 725M that were not part
of RD22–2–000.
8 Commission staff estimated that the industry’s
skill set (wages and benefits) for RD22–2–000 is
comparable to the Commission’s skill set. The FERC
2022 average salary plus benefits for one FERC fulltime equivalent (FTE) is $188,922 year (or $91 per
hour [rounded]).

The license for the Yellowstone
Hydroelectric Project No.1773 was
issued for a period ending September
30, 2022.
Section 15(a)(1) of the FPA, 16 U.S.C.
808(a)(1), requires the Commission, at
the expiration of a license term, to issue
from year-to-year an annual license to

the then licensee(s) under the terms and
conditions of the prior license until a
new license is issued, or the project is
otherwise disposed of as provided in
section 15 or any other applicable
section of the FPA. If the project’s prior
license waived the applicability of
section 15 of the FPA, then, based on
section 9(b) of the Administrative
Procedure Act, 5 U.S.C. 558(c), and as
set forth at 18 CFR 16.21(a), if the
licensee of such project has filed an
application for a subsequent license, the
licensee may continue to operate the
project in accordance with the terms
and conditions of the license after the
minor or minor part license expires,
until the Commission acts on its
application. If the licensee of such a
project has not filed an application for
a subsequent license, then it may be
required, pursuant to 18 CFR 16.21(b),
to continue project operations until the
Commission issues someone else a
license for the project or otherwise
orders disposition of the project.
If the project is subject to section 15
of the FPA, notice is hereby given that
an annual license for Project No.1773 is
issued to the Moon Lake Electric
Association, Inc for a period effective
October 1, 2022, through September 30,
2023, or until the issuance of a new
license for the project or other
disposition under the FPA, whichever
comes first. If issuance of a new license
(or other disposition) does not take
place on or before September 30, 2023,
notice is hereby given that, pursuant to
18 CFR 16.18(c), an annual license
under section 15(a)(1) of the FPA is
renewed automatically without further
order or notice by the Commission,
unless the Commission orders
otherwise.
If the project is not subject to section
15 of the FPA, notice is hereby given
that the Moon Lake Electric Association,
Inc. is authorized to continue operation
of the Yellowstone Hydroelectric Project
under the terms and conditions of the
prior license until the issuance of a new
license for the project or other
disposition under the FPA, whichever
comes first.
