This request provides a 30-day
comment period required by OIRA. The
Coast Guard published the 60-day
notice (87 FR 41140, July 11, 2022)
required by 44 U.S.C. 3506(c)(2). That
notice elicited no comments.
Accordingly, no changes have been
made to the Collection.
Information Collection Request
Title: Offshore Supply Vessels.
OMB Control Number: 1625–0065.
Summary: 46 U.S.C. 3301, 3305, 3306,
3306, 3307, and 3308 authorize the
Coast Guard to prescribe safety
regulations. 46 CFR part 126
promulgates marine safety regulations
for offshore supply vessels (OSV).
Need: The OSV posting/marking
requirements are needed to provide
instructions to those onboard of actions
to be taken in the event of an
emergency.
The reporting/recordkeeping
requirements verify compliance with
regulations without Coast Guard
presence to witness routine matters,
including OSVs based overseas as an
alternative to Coast Guard inspection.
Forms: None.
Respondents: Owners and operators
of vessels.
Frequency: On occasion.
Hour Burden Estimate: The estimated
burden has decreased from 1,230 hours
to 718 hours a year, due to a decrease
in the estimated annual number of
respondents.

that satisfies the data requirements
outlined in 44 CFR 67.6(b) is considered
an appeal. Comments unrelated to the
flood hazard determinations also will be
considered before the FIRM and FIS
report become effective.
Use of a Scientific Resolution Panel
(SRP) is available to communities in
support of the appeal resolution
process. SRPs are independent panels of
experts in hydrology, hydraulics, and
other pertinent sciences established to
review conflicting scientific and
technical data and provide
recommendations for resolution. Use of
the SRP only may be exercised after
FEMA and local communities have been
engaged in a collaborative consultation
process for at least 60 days without a
mutually acceptable resolution of an
appeal. Additional information
regarding the SRP process can be found
