Abstract: The Application to Make
and Register a Firearm—ATF Form 1
(5320.1) must be completed by any
person, other than a qualified
manufacturer, who wishes to make and
register a National Firearms Act (NFA)
firearm. For any person other than a
government agency, the making incurs a
tax of $200.

estimated for an average respondent to
respond: An estimated 25,716
respondents will respond to this
collection once annually, and it will
take each respondent approximately

Consent Decree
In accordance with Departmental
Policy, 28 CFR 50.7, notice is hereby
given that a proposed Consent Decree in
United States v. Gizella Pozsgai, No. 88–
6545 (E.D. Pa.) was lodged with the
United States District Court for the
Eastern District of Pennsylvania on
October 14, 2022.
This proposed Consent Decree
concerns a complaint filed by the
United States against Defendants Gizella
Pozsgai and John Pozsgai (John Pozsgai
is now deceased), pursuant to Section
301(a) of the Clean Water Act, 33 U.S.C.
1311(a), to obtain injunctive relief from
and impose civil penalties against the
Defendants for violating the Clean Water
Act by discharging pollutants without a
permit into waters of the United States.
The District Court entered final
judgment on January 8, 1990, but certain
obligations under the judgment and
