airspace extending upward from 700
feet above the surface at Boire Field
Airport (formerly Boire Field), by
updating each airport’s name and, and
removing unnecessary verbiage from the
airport description. Controlled airspace
is necessary for the safety and
management of instrument flight rules
(IFR) operations in the area.

The FAA’s authority to issue rules
regarding aviation safety is found in
Title 49 of the United States Code.
Subtitle I, Section 106 describes the
authority of the FAA Administrator.
Subtitle VII, Aviation Programs,
describes in more detail the scope of the
agency’s authority. This rulemaking is
promulgated under the authority
described in Subtitle VII, Part A,
Subpart I, Section 40103. Under that
section, the FAA is charged with
prescribing regulations to assign the use
of airspace necessary to ensure the
safety of aircraft and the efficient use of
airspace. This regulation is within the
scope of that authority, as it would
amend airspace in Manchester and
Nashua, NH, to support IFR operations
in the area.

The Proposal
The FAA proposes an amendment to
14 CFR part 71 to Class E surface
airspace, Class E airspace designated as
an extension to a Class C surface area,
and Class E airspace extending upward
from 700 feet above the surface at
Manchester Boston Regional Airport
(formerly Manchester Airport)
Manchester, NH, and update this
airport’s geographic coordinates to
coincide with the FAA’s database. Also,
this action proposes to amend Class D
airspace, Class E airspace designated as
an extension to Class D surface area, and
Class E airspace extending upward from
700 feet above the surface at Boire Field
Airport (formerly Boire Field), by
updating each airport’s name, and
removing unnecessary verbiage from the
airport description, as per Order JO
7400.2N. This action would also replace
the term Notice to Airmen with the term
Notice to Air Missions, and the term
Airport/Facility Directory with the term
Chart Supplement in the airspace
descriptions.
Class E airspace designations are
published in Paragraphs 5000, 6002,
6003, 6004, and 6005, respectively, of
FAA Order JO 7400.11G, dated August
19, 2022, and effective September 15,
2022, which is incorporated by
reference in 14 CFR 71.1. The Class E
airspace designations listed in this
document will be published
subsequently in FAA Order JO 7400.11.
FAA Order JO 7400.11, Airspace
Designations and Reporting Points, is
published yearly and effective on
September 15.
Regulatory Notices and Analyses
The FAA has determined that this
proposed regulation only involves an
established body of technical
regulations for which frequent and
routine amendments are necessary to
keep them operationally current. It,
therefore: (1) is not a ‘‘significant
regulatory action’’ under Executive
Order 12866; (2) is not a ‘‘significant
rule’’ under DOT Regulatory Policies
and Procedures (44 FR 11034; February
26, 1979); and (3) does not warrant
preparation of a Regulatory Evaluation
as the anticipated impact is so minimal.
Since this is a routine matter that will
only affect air traffic procedures and air
navigation, it is certified that this
proposed rule, when promulgated, will
not have a significant economic impact
on a substantial number of small entities
under the criteria of the Regulatory
Flexibility Act.
