On August 8, 2022, the Executive
Secretary of the Foreign-Trade Zones
(FTZ) Board docketed an application
submitted by the Department of
Economic Development and Commerce,
grantee of FTZ 61, requesting an
expansion of Subzone 61Z subject to the
existing activation limit of FTZ 61, on
behalf of Oldach Associates, LLC, in
Catan˜o, Puerto Rico.
The application was processed in
accordance with the FTZ Act and
Regulations, including notice in the
Federal Register inviting public
comment (87 FR 49580, August 11,
2022). The FTZ staff examiner reviewed
the application and determined that it
meets the criteria for approval.
Pursuant to the authority delegated to
the FTZ Board Executive Secretary (15
CFR 400.36(f)), the application to
expand Subzone 61Z was approved on
September 26, 2022, subject to the FTZ
Act and the Board’s regulations,
including section 400.13, and further
subject to FTZ 61’s 1,821.07-acre
activation limit.

SUPPLEMENTARY INFORMATION:
Background
On May 11, 2022, Commerce
published in the Federal Register its
preliminary affirmative determination
in the LTFV investigation of OCTG from
Mexico, in which it also postponed the
final determination until September 23,
2022.1 We invited interested parties to
comment on the Preliminary
Determination. A summary of the events
that occurred since Commerce
published the Preliminary
Determination, as well as a full
discussion of the issues raised by parties
for this final determination, may be
found in the Issues and Decision
Memorandum.2
Scope of the Investigation
The products covered by this
investigation are OCTG from Mexico.
For a complete description of the scope
of this investigation, see appendix I.

Analysis of Comments Received
All issues raised in the case and
rebuttal briefs submitted by interested
parties in this investigation are
addressed in the Issues and Decision
Memorandum. A list of the issues
addressed in the Issues and Decision
Memorandum is attached to this notice
as appendix II. The Issues and Decision
Memorandum is a public document and
is on file electronically via Enforcement
and Compliance’s Antidumping and
Countervailing Duty Centralized
Electronic Service System (ACCESS).

Verification
Commerce was unable to conduct onsite verifications of the information
relied upon in making its final
determination in this investigation for
reasons beyond its control. However, we
conducted virtual verifications in lieu of
on-site verifications to verify the
information relied upon in making this
final determination, in accordance with
section 782(i) of the Tariff Act of 1930,
as amended (the Act). Specifically,
Commerce conducted virtual
verifications of the home market sales,
U.S. sales, cost of production, and
further manufacturing responses
submitted by Tubos de Acero de
Mexico, S.A. (TAMSA).
Changes Since the Preliminary
Determination
Based on our analysis of the
comments received and additional
information obtained since the
Preliminary Determination, we made
certain changes to the margin
calculation for this final determination.
For a discussion of these changes, see
the Issues and Decision Memorandum.
All-Others Rate
Section 735(c)(5)(A) of the Act
provides that the estimated weightedaverage dumping margin for all other
producers and exporters not
individually investigated shall be equal
to the weighted average of the estimated
weighted-average dumping margins
established for individually investigated
exporters and producers, excluding
rates that are zero, de minimis, or
determined entirely under section 776
of the Act, i.e., facts otherwise available.
In this investigation, Commerce
calculated an individual estimated
weighted-average dumping margin for
the sole mandatory respondent,
TAMSA, that is not zero, de minimis, or
