Description of Request: The Licensee proposes to amend Article 403 of the license to better define Abnormal Low Flow (ALF) conditions at Lake Freeman, revise the approved Project Operation and Compliance Plan to reflect the changes to the ALF, and void the Reasonable and Prudent Measures (RPM) and the Technical Assistance Letter (TAL) from the U.S. Fish and Wildlife Service’s (FWS) July 2017 Biological Opinion. The RPM and TAL would be replaced by a new Biological Opinion from the FWS.
