or local Flight Standards district Office, as
appropriate. If sending information directly
to the manager of the certification office,
send it to the attention of the person
identified in paragraph (j) of this AD and
email to: ANE-AD-AMOC@faa.gov.
(2) Before using any approved AMOC,
notify your appropriate principal inspector,
or lacking a principal inspector, the manager
of the local flight standards district office/
certificate holding district office.

SUPPLEMENTARY INFORMATION: In the
Federal Register of May 10, 2022 (87 FR
27931), we amended the color additive
regulations in part 73 (21 CFR part 73),
‘‘Listing of Color Additives Exempt
From Certification,’’ to add a new
§ 73.32, ‘‘Antarctic krill meal.’’ The new
regulation provides for the safe use of
Antarctic krill meal, composed of the
ground and dried tissue of Euphausia
superba, with or without the lipid
fraction, for use in the feed of salmonid
fish, to enhance the color of their flesh.
We gave interested persons until June
10, 2022, to file objections or requests
for a hearing. We received no objections
or requests for a hearing on the final
rule. Therefore, we find that the

ACTION: Temporary final rule.
AGENCY:
The Coast Guard is
establishing a temporary special local
regulation (SLR) for certain navigable
waters of the Atlantic Intracoastal
Waterway (AICW) and Beaufort Inlet in
Morehead City, North Carolina. This
SLR restricts vessel traffic on the AICW
and Beaufort Inlet during high-speed
boat races. The restriction of vessel
traffic movement in the SLR is to protect
participants and spectators from the
hazards posed by these events. Entry of
vessels or persons into this regulated
area is prohibited unless specifically
authorized by the Captain of the Port
(COTP) North Carolina or a designated
representative.
DATES: This rule is effective from 10
a.m. on September 9, 2022, until 4 p.m.
on September 11, 2022. The SLR will be
enforced from 10 a.m. to 4 p.m. on
September 9, 2022, and those same
hours on September 11, 2022.
