review draft Atlantic herring specifications and river herring and shad 
catch caps for fishing years 2023-25 and recommend preferred 
alternatives. The Committee will consider recommending to the Council a 
change in priorities to discontinue work on Framework Adjustment 7 to 
protect adult spawning herring on Georges Bank. They will also discuss 
possible herring priorities for 2023 and make recommendations to the 
Council, as appropriate. Other business may be discussed, as necessary.
    Although non-emergency issues not contained on the agenda may come
