SUPPLEMENTARY INFORMATION: I. Background Pursuant to the Privacy Act of 1974, 5 U.S.C. 552a, FDIC is establishing a new system of records, FDIC–039, ERulemaking System of Records. FDIC collects comments on rulemakings and other regulatory actions, which it publishes on its website to provide transparency in the informal rulemaking process under the Administrative Procedure Act (APA), 5 U.S.C. 553, and in the regulatory processes established by the Federal Deposit Insurance Act, 12 U.S.C. 1811. FDIC also may solicit comments or other input from the public that may not be associated with statutory or regulatory notice and comment requirements. The E-Rulemaking system collects and stores comments and input received by the Corporation.
