The proposed Sutton Dam Hydroelectric Project would consist of the following: (1) a new 40-foot-wide, 60-foot-long powerhouse to be located downstream of the Corps dam along the southern bank; (2) a new multiple-port intake structure against the upstream face of the dam; (3) a new 12-footdiameter, approximately 300-foot-long steel penstock; (4) two turbine-generator units with a total generating capacity of 6 megawatts; (5) a new 100-foot-wide by 300-foot-long tailrace; (6) a new substation with a step-up transformer; (7) a new 550-foot-long, 12-kilovolt transmission line; and (8) appurtenant facilities.     On June 6, 2022, Rye Sutton Hydroelectric, LLC, filed an 
application for a preliminary permit, pursuant to section 4(f) of the
