    On February 28, 2022, the Commission issued an order in Docket No. 
EL22-28-000, pursuant to section 206 of the Federal Power Act (FPA), 16 
U.S.C. 824e, instituting an investigation into whether Tri-State 
Generation and Transmission Association, Inc.'s market-based rate 
authority in the Western Area Power Administration--Colorado-Missouri 
balancing authority area remains just and reasonable and to establish a
