On February 28, 2022, the
Commission issued an order in Docket
No. EL22–28–000, pursuant to section
206 of the Federal Power Act (FPA), 16
U.S.C. 824e, instituting an investigation
into whether Tri-State Generation and
Transmission Association, Inc.’s marketbased rate authority in the Western Area
Power Administration—ColoradoMissouri balancing authority area
remains just and reasonable and to
establish a refund effective date. TriState Generation and Transmission

The refund effective date in Docket
No. EL22–28–000, established pursuant
to section 206(b) of the FPA, will be the
