Notice of OFAC Actions
On August 13, 2021, OFAC identified
the following vessel as property in
which a blocked person has an interest
pursuant to Executive Order 13224 of
September 23, 2001, ‘‘Blocking Property
and Prohibiting Transactions With
Persons Who Commit, Threaten to
Commit, or Support Terrorism,’’ as
amended by Executive Order 13886 of
September 9, 2019, ‘‘Modernizing
Sanctions to Combat Terrorism.’’ On
January 31, 2022, OFAC determined that
the property and interests in property
subject to U.S. jurisdiction of the

and the vessel has been removed from

determination that one or more
applicable legal criteria were satisfied.
All property and interests in property

U.S.-China Economic and
Security Review Commission.
ACTION: Notice of open public hearing.
AGENCY:
Notice is hereby given of the
following hearing of the U.S.-China
Economic and Security Review
Commission. The Commission is
mandated by Congress to investigate,
assess, and report to Congress annually
on ‘‘the national security implications of
the economic relationship between the
United States and the People’s Republic
of China.’’ Pursuant to this mandate, the
Commission will hold a public hearing
in Washington, DC on February 17, 2022
on ‘‘China’s Cyber Capabilities: Warfare,
Espionage, and Implications for the
United States.’’
DATES: The hearing is scheduled for
Thursday, February 17, 2022, at 9:00
a.m.

This hearing will be held
with panelists and Commissioners
participating in-person or online via

SUPPLEMENTARY INFORMATION:
Background: This is the second public
hearing the Commission will hold
during its 2022 report cycle. The
hearing will start with an assessment of
China’s perspective on cyberwarfare,
focusing specifically on the People’s
Liberation Army (PLA)’s doctrine and
capabilities in this domain. Subsequent
panels will explore China’s motivations
and capabilities for cyberespionage as
well as the implications of China’s cyber
activities for the United States.
The hearing will be co-chaired by
Commissioners Carolyn Bartholomew
and Alex Wong. Any interested party
may file a written statement by February
17, 2022, by transmitting to the contact
above. A portion of the hearing will
include a question and answer period
between the Commissioners and the
witnesses.
Authority: Congress created the U.S.China Economic and Security Review
Commission in 2000 in the National
Defense Authorization Act (Pub. L. 106–
398), as amended by Division P of the
Consolidated Appropriations
Resolution, 2003 (Pub. L. 108–7), as
amended by Public Law 109–108
(November 22, 2005), as amended by
Public Law 113–291 (December 19,
2014).
