This information collection requests emergency approval for a revision to a previously approved collection that includes annual reporting requirements to comply with the requirements of the GEER program and obtain information on how the funds were used by State and Local Education Agencies, institutions of higher education, and other educationrelated entities. Emergency processing is necessary to provide states with sufficient time to collect the required data on expenditures of GEER funds. The changes to the recently approved collection include Question 2a–d of the form to address the expenditure of GEER funds directly by the Governor’s office (or another entity, such as the SEA, designated as the administrator of the GEER fund by the Governor’s office). The Department addressed all public comments from the recently approved information collection. The only change to the approved collection is to include a Yes/No question asked of prime grantees regarding whether they expended GEER funds directly. Grantees who respond in the affirmative are asked for the amount of their expenditures for administrative uses and non-administrative uses. The index figure published by the Commission reflects the final change in the PPI–FG published by the Bureau of Labor Statistics. The annual average PPI–FG index figures were 205.7 for 2019 and 202.9 for 2020.2 Thus, the percent change (expressed as a decimal) in the annual average PPI–FG from 2019 to 2020, minus 0.21%, is negative 0.015712.3 Accordingly, the index multiplier is 0.984288.4 In addition to publishing the full text of this Notice in the Federal Register, the Commission provides all interested persons an opportunity to view and/or print this Notice via the internet through FERC’s Home Page (https:// www.ferc.gov) using the eLibrary link.
