    On December 16, 2021, the Commission issued an order in Docket No. 
EL22-5-000, pursuant to section 206 of the Federal Power Act (FPA), 16 
U.S.C. 824e, instituting an investigation into whether Tucson Electric 
Power Company's failure of the wholesale market share indicative screen 
in its change in status filing is unjust, unreasonable, unduly 
discriminatory or preferential, or otherwise unlawful. Tucson Electric
