licensee requests a temporary variance
from the reservoir elevation
requirements for the Hebgen
Development required by item (4) of
Article 403 of the licensee. Specifically,
the Hebgen reservoir dropped below the
minimum required elevation of 6,530.26
feet beginning July 22 through October
1, 2021. The reservoir elevation fell
below the requirements due to low
winter snowpack, minimal inflow, and
hot and dry conditions in 2021 reducing
availability of water in the Madison
River drainage and Hebgen reservoir. In
addition, maintaining the required
minimum and pulse flows contributed
to accelerated drafting of Hebgen

reservoir in 2021. The variance has
concluded, and the licensee’s filing
requesting a temporary variance is afterthe-fact, as required by Commission
staff’s September 10, 2021 letter.
