DEPARTMENT OF COMMERCE DEPARTMENT OF COMMERCE Foreign-Trade Zones Board International Trade Administration [B–80–2021] [C–570–140] Foreign-Trade Zone (FTZ) 27—Boston, Massachusetts, Notification of Proposed Production Activity, Wyeth Pharmaceuticals, LLC (mRNA Bulk Drug Substance), Andover, Massachusetts Certain Mobile Access Equipment and Subassemblies Thereof From the People’s Republic of China: Countervailing Duty Order and Amended Final Affirmative Countervailing Duty Determination AGENCY: On September 2, 2021, the Executive Secretary of the Foreign-Trade Zones (FTZ) Board docketed an application submitted by the Port Authority of New York and New Jersey, grantee of FTZ 49, requesting subzone status subject to the existing activation limit of FTZ 49, on behalf of Getinge Group Logistics Americas LLC, in Dayton, New Jersey. The application was processed in accordance with the FTZ Act and Regulations, including notice in the Federal Register inviting public comment (86 FR 50524–50525, September 9, 2021). The FTZ staff examiner reviewed the application and determined that it meets the criteria for approval. Pursuant to the authority delegated to the FTZ Board Executive Secretary (15 CFR 400.36(f)), the application to establish Subzone 49W was approved on December 7, 2021, subject to the FTZ Act and the Board’s regulations, including Section 400.13, and further subject to FTZ 49’s 2,000acre activation limit. Wyeth Pharmaceuticals, LLC (Wyeth) submitted a notification of proposed production activity to the FTZ Board for its facility in Andover, Massachusetts within Subzone 27R. The notification conforming to the requirements of the Board’s regulations (15 CFR 400.22) was received on December 3, 2021. Pursuant to 15 CFR 400.14(b), FTZ production activity would be limited to the specific foreign-status materials/ components described in the submitted notification (summarized below) and subsequently authorized by the Board. The benefits that may stem from conducting production activity under FTZ procedures are explained in the background section of the Board’s website—accessible via www.trade.gov/ ftz. The proposed materials/components would be added to the production authority that the Board previously approved for the operation, as reflected on the Board’s website. The proposed foreign-status materials and components include Pyrophosphatase Inorganic Animal Origin Free (AOF), Rnase-Free Dnase I, Rnase Inhibitor, and Uridine-5′triphosphate (UTP) (duty rate ranges from duty-free to 6.5%). The request indicates that certain materials/ components are subject to duties under Section 301 of the Trade Act of 1974 (section 301), depending on the country of origin. The applicable Section 301 decisions require subject merchandise to be admitted to FTZs in privileged foreign status (19 CFR 146.41). Public comment is invited from interested parties. Submissions shall be addressed to the Board’s Executive Secretary and sent to: ftz@trade.gov. The closing period for their receipt is January 19, 2022. SUPPLEMENTARY INFORMATION: Background In accordance with section 705(a), 705(d), and 777(i) of the Tariff Act of 1930, as amended (the Act), on October 19, 2021, Commerce published its affirmative final determination that countervailable subsides are being provided to producers and exporters of mobile access equipment from China.1 The Coalition of American Manufacturers of Mobile Access Equipment (the petitioner) and Lingong Jinan Heavy Machinery Co., Ltd.
