k. Description of Request: The City of
Abbeville (licensee) requests approval to
implement a temporary drawdown of
the reservoir to an elevation of 528 feet
mean sea level (msl). Under the
licensee’s proposal, the reservoir would
be drawn down 12 feet below the
seasonal minimum elevation of 540 feet
msl allowed under Article 401 of the
project’s license. The licensee states the
drawdown is necessary to conduct
repairs on the penstock fill valve. As
proposed in the December 2, 2021
supplement, the drawdown would begin
on January 10, 2022, and the licensee
would start refilling the reservoir on

January 28, 2022. The licensee estimates
the reservoir refill would take
approximately 30 days. As required
under Article 403 of the project’s
license, the licensee’s request includes
an associated Reservoir Drawdown Plan
for Commission approval.

On December 2, 2021, the
Commission issued an order in Docket
Nos. EL22–13–000 and EL22–14–000,
pursuant to section 206 of the Federal
Power Act (FPA), 16 U.S.C. 824e,
instituting an investigation into whether
Seneca Generation, LLC’s and Yards
Creek Energy, LLC’s Reactive Service
rate schedules are unjust and
unreasonable. Seneca Generation, LLC,
et al., 177 FERC ¶ 61,160 (2021).
The refund effective date in Docket
Nos. EL22–13–000 and EL22–14–000,
established pursuant to section 206(b) of
the FPA, will be the date of publication
of this notice in the Federal Register.
Any interested person desiring to be
heard in Docket Nos. EL22–13–000 and
EL22–14–000 must file a notice of
intervention or motion to intervene, as
appropriate, with the Federal Energy
Regulatory Commission, in accordance
with Rule 214 of the Commission’s
