(b) Definitions. As used in this
section—
Captain of the Port (COTP) means the
Commander, U.S. Coast Guard Sector
Maryland-National Capital Region.
Designated representative means a
Coast Guard Patrol Commander,
including a Coast Guard coxswain, petty
officer, or other officer operating a Coast
Guard vessel and a Federal, State, and
local officer designated by or assisting
the Captain of the Port MarylandNational Capital Region (COTP) in the
enforcement of the safety zone.
(c) Regulations. (1) Under the general
safety zone regulations in subpart C of
this part, you may not enter the safety
zone described in paragraph (a) of this
section unless authorized by the COTP
or the COTP’s designated representative.
(2) To seek permission to enter,
contact the COTP or the COTP’s
representative by telephone at 410–576–
2693 or on Marine Band Radio VHF–FM
channel 16 (156.8 MHz). Those in the
safety zone must comply with all lawful
orders or directions given to them by the
COTP or the COTP’s designated
representative.
(d) Enforcement officials. The U.S.
Coast Guard may be assisted in the
patrol and enforcement of the safety
zone by Federal, State, and local
agencies.
(e) Enforcement periods. This section
will be enforced:
(1) From 9 a.m. to 11:30 a.m. and from
1 p.m. to 3:30 p.m. on December 3,
2021. If necessary due to inclement
weather or other reason on December 3,
2021, it will be enforced from 9 a.m. to
11:30 a.m. and from 1 p.m. to 3:30 p.m.
on December 6, 2021.
(2) From 9 a.m. to 11:30 a.m. and from
1 p.m. to 3:30 p.m. on December 4,
2021. If necessary due to inclement
weather or other reason on December 4,
2021, it will be enforced from 9 a.m. to
11:30 a.m. and from 1 p.m. to 3:30 p.m.
on December 7, 2021.

rule that amended the portion of the VA
Schedule for Rating Disabilities
(‘‘VASRD’’ or ‘‘rating schedule’’) that
addresses the cardiovascular system.
This correction addresses the
application of the general rating formula
for diseases of the heart in the published
final rule.
SUMMARY:
This correction is effective
November 29, 2021.

VA removed left ventricular ejection
fraction (LVEF) from the general rating
formula for diseases of the heart but
failed to remove every reference to
LVEF in its evaluation criteria.
Paragraph (c) of § 4.100 of title 38 Code
of Federal Regulations (CFR) provides
instructions for addressing situations
where LVEF is not of record. These
instructions are no longer relevant
considering the removal of LVEF from
consideration in evaluating heart
diseases. VA is correcting that error by
removing paragraph (c).
