On August 12, 2021, the NRC
published a document in the Federal
Register informing the public that it will
consider in the rulemaking process the
issues raised in a petition for
rulemaking regarding reporting
requirements for nonemergency events
at nuclear power plants (86 FR 44290).
The NRC is in the early stages of
developing a regulatory basis document
that will analyze the regulatory issues,
alternatives to resolve those issues, and
the NRC staff’s recommended
alternative. The NRC will consider the
information shared at the meeting in the
development of the regulatory basis
document.
II. Public Meeting
The public meeting will be held on
December 9, 2021, from 2:00 p.m. to
4:00 p.m. (ET). Interested stakeholders
may attend via telephone or online
seminar. The purpose of the meeting is
to provide background and status
information on this rulemaking activity
and to obtain stakeholder input to
enhance the NRC’s understanding of the
associated issues. The NRC will not
provide formal written responses to the
oral comments made at this meeting.

The FAA proposes to adopt a
new airworthiness directive (AD) for all
General Electric Company (GE) Passport
20–17BB1A, Passport 20–18BB1A, and
Passport 20–19BB1A model turbofan
engines. This proposed AD was
prompted by a report of a manufacturing
quality escape that requires a reduction
to the life limit of certain high-pressure
turbine (HPT) rotor stage 1 disks. This
proposed AD would require revising the
Airworthiness Limitations section (ALS)
of the GE Passport 20 Line Maintenance
Manual and the operator’s existing
approved continuous airworthiness
maintenance program (CAMP) to
incorporate a reduced life limit for
certain HPT rotor stage 1 disks. The
FAA is proposing this AD to address the
unsafe condition on these products.
DATES: The FAA must receive comments
on this proposed AD by January 13,
2022.
