The information requirements are imposed on carriers, and on adult message service providers and those who solicit their services, to ensure that minors and anyone who has not consented to access such material are denied access to such material in adult message services. These streamlined carrier change rules balance the protection of consumers’ interests with ensuring that the Commission’s rules do not unnecessarily inhibit routine business transactions.
