The Department of Commerce will
submit the following information
collection request to the Office of
Management and Budget (OMB) for
review and clearance, in accordance
with the Paperwork Reduction Act of
1995 (PRA), on or after the date of
publication of this notice. We invite the
general public and other Federal
agencies to comment on proposed and
continuing information collections,
which helps us assess the impact of our
information collection requirements and
minimize the public’s reporting burden.
Public comments were previously
requested via the Federal Register on
August 24, 2021, during a 60-day
comment period. This notice allows for
an additional 30 days for public
comments.

Title: Quarterly Survey of Foreign
Airline Operators’ Revenues and
Expenses in the United States.
OMB Control Number: 0608–0068.
Form Number(s): BE–9.
Type of Request: Regular submission,
extension of a current information
collection.
Number of Respondents: 500 annually
(125 filed each quarter; 115 reporting
mandatory data, and 10 that would file
exemption claims or voluntary
responses).
Average Hours per Response: 6 hours
is the average for those reporting data
and one hour is the average for those
filing an exemption claim. Hours may

to monitor U.S. trade in transport
services, to analyze the impact of these

support U.S. commercial policy on trade
in services, to conduct trade promotion,
and to improve the ability of U.S.
businesses to identify and evaluate
market opportunities. The data are used
in estimating the trade in transport
services component of the U.S.
international transactions accounts
(ITAs) and national income and product
accounts (NIPAs).
Affected Public: Foreign airline
operators.
Frequency: Quarterly.

The notification was processed in
accordance with the regulations of the
FTZ Board (15 CFR part 400), including
notice in the Federal Register inviting
public comment (86 FR 36522, July 12,
2021). On October 29, 2021, the
applicant was notified of the FTZ
Board’s decision that no further review
of the activity is warranted at this time.
The production activity described in the
notification was authorized, subject to
the FTZ Act and the FTZ Board’s
regulations, including Section 400.14.

Final Recovery Plan (Plan) and
associated Recovery Implementation
Strategy for this species are now
available.
