respondent. (a) In the year of a
benchmark survey, which is conducted
once every five years, it is estimated that
exempt respondents will require an
average of 17 hours; custodians of
securities providing security-by-security
information will require an average of
361 hours, but this figure will vary
widely for individual custodians; endinvestors providing security-by-security
information will require an average of
121 hours; and end-investors and
custodians employing U.S. custodians
will require an average of 41 hours. (b)
In a non-benchmark year, which occurs
four years out of every five years:
Custodians of securities providing
security-by-security information will
require an average of 546 hours (because
only the largest U.S.-resident custodians
will report), but this figure will vary
widely for individual custodians; endinvestors providing security-by-security
information will require an average of
146 hours; and reporters entrusting their
foreign securities to U.S. custodians will
require an average of 49 hours. The
exemption level for custodians and for
end-investors filing Schedule 2 or 3 or
both for a benchmark survey is the
holding at end-year of less than $200
million in reportable foreign securities
owned by U.S. residents. For Schedule
2, end-investors should exclude
securities that are held with their
unaffiliated U.S.-resident custodians.

derivatives contracts undertaken
between foreign resident counterparties
and major U.S.-resident participants in
derivatives markets. This information is
used by the U.S. Government in the
formulation of international financial
and monetary policies and for the
preparation of the U.S. international
transactions (balance of payments) and
the U.S. international investment
position.

capture qualitative information from all
Applicants to the CDFI Fund’s Federal
Financial Assistance Programs. The
Worksheet will be submitted once
annually from all Applicants to assess
their compliance with federal civil
rights requirements via an online form
through the CDFI Fund’s Awards
Management Information System
(AMIS). Applicants must be compliant
with federal civil rights requirements in
order to be deemed eligible to receive
Federal Financial Assistance grants
from the CDFI Fund. The questions in
the Worksheet are intended to assist the
CDFI Fund in determining whether
Federal Financial Assistance Applicants
are compliant with the Treasury
regulations implementing Title VI of the
Civil Rights Act (Title VI), set forth in
31 CFR part 22.
