Download as PDF jbell on DSKJLSW7X2PROD with NOTICES 50342 Federal Register / Vol. 86, No. 171 / Wednesday, September 8, 2021 / Notices Submissions sent via any other carrier must be addressed to: Kimberly D. Bose, Secretary, Federal Energy Regulatory Commission, 12225 Wilkins Avenue, Rockville, Maryland 20852. The first page of any filing should include the docket number P–1121–132. Comments emailed to Commission staff are not considered part of the Commission record. The Commission’s Rules of Practice and Procedure require all intervenors filing documents with the Commission to serve a copy of that document on each person whose name appears on the official service list for the project. Further, if an intervenor files comments or documents with the Commission relating to the merits of an issue that may affect the responsibilities of a particular resource agency, they must also serve a copy of the document on that resource agency. k. Description of Request: The licensee requests a temporary variance of the minimum flow requirements at three project locations, including North Fork Battle Creek below North Battle Creek Dam, North Fork Battle Creek below Macumber Reservoir, and Battle Creek below Coleman Powerhouse. Specifically, the licensee requests Commission approval to reduce flows below North Battle Creek Reservoir and Macumber Reservoir from a 0.3 cubic feet per second (cfs) instantaneous requirement to a 24-hour average flow. Similarly, the licensee proposes to reduce flows in Battle Creek from a 150 cfs instantaneous minimum flow to a 24-hour average flow. The licensee states that the flow modification would conserve limited water resources during the current drought conditions and to maintain reservoir elevation and water quality in project reservoirs. The licensee requests the variance through October 31, 2021. l.
